The Monegasque Cooperation takes part in the official launch of the QUAPEM project in Madagascar

On Tuesday, 17th December 2019, the ceremony marking the official launch of the QUAPEM (Qualité de l’Accueil en Protection de l’Enfance à Madagascar*) project took place in Antananarivo, the purpose of which is to help consolidate the rights of children sheltered or likely to be sheltered in child protection care centres, to their development and personal growth in Madagascar.

Supported by the Government of Monaco, the aim of the QUAPEM project is to improve compliance of child protection care facilities with national standards and international good practice. It is also aimed at creating an environment conducive to improving the professionalism of associations working in child protection.

Run by SOS Village d’Enfants France and implemented by SOS Villages d’Enfants Madagascar in partnership with the Ministry of Population, Social Protection and Promotion of Women (MPPSPF) and the Institut Supérieur en Travail Social (ISTS), the QUAPEM project supports child protection care centres and 120 professionals from these centres (Centre managers, social facilitators and social workers). The project’s intervention regions are Analamanga Atsinanana, Vakinakaratra and Vatovavy Fitovinany.

Capacity building actions within the centres include training, sharing experiences, coaching and tailored support; material resources and support for the development of own and sustainable resources are also planned. 

This project, to be implemented over a three-year period, was initiated in September 2018 thanks to funding from the French Development Agency (AFD) and the Monegasque Cooperation. Beneficiary centres also make a financial contribution representing 1% of the overall cost.
